In 2024, Indiana passed Senate Bill 1: Reading Skills (I.C. 20-32-8.5-2), a new law strengthening Indiana’s focus on improving early literacy rates across the state. Under this law, 3rd grade students who do not demonstrate proficiency on the IREAD assessment must be retained in the 3rd grade, unless they meet the criteria for a Good Cause Exemption.

The student may be eligible for promotion to the 4th grade if one or more of the following apply:

The student has an IEP, and the case conference decision deemed advancement to the 4th grade appropriate.

The student has less than two years of ELA services in Indiana before 3rd grade.

The student has been retained twice before.
